If you are in a multiple offer market and the seller has the upper hand that may not be the best approach.

Your agent will likely negotiate the offer at three different times in the transaction. The sales price is negotiated, the repairs are negotiated, and then the final walk through. If the work is not complete or something is missing, an agent will look into the problem and help negotiate a solution.
